The Tech Talent Explorer
Methodology
The scope of this study covers present developing trends in 32 national tech talent markets in which Hays operates globally.
The majority of the data presented comes from a 2025 Hays survey of 9,870 tech professionals across the world. This survey was conducted online and elicited the conditions, opinions, preferences and plans of a wide variety of IT/tech specialists operating under various work arrangements, including permanent, temporary and freelance contracts*.
Talent availability data is provided by global labour market intelligence company Horsefly Analytics. This data reflects the supply count of tech professionals in specific roles across each given country as of February 2025, not the number of professionals with whom Hays works.
Pay data was collected from the aforementioned 2025 Hays survey and then analysed against external and internal data to validate its accuracy. The salaries and contractor rates displayed come from rates that have been aggregated, offering minimums, optimums** and maximums. All monetary information is shown in US Dollars and is accurate as of the period of data collection, analysis and conversion (from local currency), from January-March 2025***.
*The word ‘contractors’ is used to refer to any professionals working on a freelance or contracted project basis, rather than those in permanent employment.
**The word ‘optimum’ is used in reference to the average salaries or pay rates that our research suggests organisations could expect to pay to secure a particular professional in a particular location.
***While every care has been taken to ensure the most accurate pay data is presented, the rates included are indicative only. Therefore, information should just be used as a guideline.
